I just solved the nasty problem of XO giving a serious error when starting and not starting.
It is the problem with where the library is placed. After running the placer tool I checked the config.txt file in C drive where XO is installed. It is in C: ProgramData/XLN Audio/ XO. Inside it creates the App folder when installing the plugin first. Inside this App folder is the config.txt. When I opened it and checked after using the Library placer tool the paths were wrong.
But I wasn´t sure how the folder hierarchy needs to be. I remember that the older 1.2.8 release worked flawlessly. So when looking at the older release you can clearly see the folder hierarchy.
I deleted the App folder in C. And the just copied the App folder and the Sound Data folder underneath the XO folder on C.
And the Library placer needs to be next to those 2 folders. Exactly like in the older 1.2.8 release.
Now just run the placer tool. Just to be safe I also used the placer tool from the older release.
FINALLY I was lucky, and this wonderful plugin works again :-))
I think the path where most people who have problems go wrong is the different folder / library structure in this newer release.

I had the same error.
To fix it:
1. Copy the “App” and “Sound Data” folders AND the “XO_Library_Placer.exe” to the XO installation directory, which is C:\ProgramData\XLN Audio\XO.
2. Run XO_Library_Placer.exe.
3. Should be fixed!

I did the follwing to make it work.
1. Run setup.
2. Run keygen and register.
3. If not already there, copy the “App” and “Sound Data” folders to the installation directory which is “C:\ProgramData\XLN Audio\XO”
4. Also place the “Library_Placer.exe” in the installation same installation directory.
5. Execute “Library_Placer.exe”.
Voila
Check the confix.txt to see if the paths align. If not, you will get a serious error and the program telling you to use the online installer or something.
Within the app you can tell the program where to look for folders to add your own samples you don’t need the library placer for this. You only need it to setup the config.txt I think.
